European court rule against VAT discount on energy improvements

The European Court of Justice has ruled the the UK’s 5% VAT rate which applies to energy efficient improvements breaches European law and should only apply to social housing. Although the ruling has the potential to impact all home owners it will hit some private landlords particularly hard as properties without an EPC rating of at least E are set to be banned form the rental market by 2018.
